Rule of the game: Shuffle the maze with the other tiles. If you pull one of them, you put it on according to normal rules and can then place a meeple on it according to normal rules. The labyrinth is not an intersection, all of the exiting streets are connected to each other. If you want to place a meeple on the labyrinth, all roads that you create must be unoccupied. The meeple is then a highwayman on all connected roads.
